Overview

Judge (Ret.) Mark L. Wolf brings four decades of distinguished public service and legal expertise to Todd & Weld LLP as Senior Counsel. Prior to joining the firm, Judge Wolf served on the United States District Court for the District of Massachusetts for more than 40 years, including as Chief Judge from 2006 to 2012. Appointed in 1985, he assumed senior status in 2013 and stepped down from the bench in 2025.

Judge Wolf is nationally recognized for presiding over complex and high-profile cases that helped shape federal criminal and civil jurisprudence, involving public corruption, civil rights, and constitutional law. His judicial work exposed criminal conduct and corruption in the FBI’s handling of Mafia informants. He also presided in high-profile cases, including United States v. DiMasiKosilek v. O'Brien, and United States v. Sampson, among others.

Before his judicial appointment, Judge Wolf served as a Special Assistant to the U.S. Attorney General following Watergate and as Deputy U.S. Attorney and Chief of the Public Corruption Unit in Massachusetts, where he earned the Attorney General’s Distinguished Service Award.

Judge Wolf is the founder and chair of Integrity Initiatives International, a nonprofit which advocates for the creation of an International Anti-Corruption Court. He has taught at Harvard Kennedy School, Harvard Law School, and Boston College Law School, among others. Judge Wolf has also spoken on the role of the judge in a democracy, human rights, and combatting corruption in numerous foreign countries.
